Modern Secondary and Higher Education Systems

This article analyzes modern secondary and higher education in Russia. Based on this analysis, various approaches for creating staffing policies in different fields are examined. Special focus is given to the forms of ownership of organizations which engage in educational programs and to the degree of influence on the further development of human resource potential.

In a work of his titled “Free to Choose: A Personal Statement”, Milton Friedman examines the issue of freedom. The main idea of this work is that personal and political freedom have never existed and could never exist without a significant share of economic freedom. It is worth paying attention to one of the chapters of this article titled “What’s Wrong with Our Schools?” Here, Friedman pays special attention to the problem of higher education and school systems. In his opinion, education should not be government run. However, many economists do not share this view and consider education to be too important of a realm to leave to the free market. David Friedman supports his father’s position and expressed his opinion on the matter, stating: “If I could, I would remove the government from both delivering mail and overseeing schools, but if I had to choose only one, I would rather trust the government with the mail. If the government handles mail delivery then the worst that can happen is a few letters getting lost. If the government is in charge of schools, there is a chance that some children will never learn to read. Education is important, but not all important affairs should be handled by the government.”
