Through investigation on Qingdao university teacher college 100 web courses and its authors, we found web courses based on THEOL platform have series of questions during construction and operation process. Such as: simplicity of platform needs to be improved, partial course projects need to be adjusted, teachers' ideas need to be changed, etc. Therefore, we must adopt some effective measures such as policy incentives, conception change, co-construction courses and sharing high quality resources and so on.
